What consideration has the Welsh Government given to eliminating business rates for small businesses?

Over 50,000 properties across Wales (40% of properties in the tax-base) already attract full Small Business Rates Relief (SBRR). When partial relief is included, around 70,000 properties benefit from SBRR. This permanent relief, worth £140m annually, is fully funded by the Welsh Government.
