Following the findings of the Welsh Government's 'Tackling roadside nitrogen dioxide concentrations' report, will the Minister confirm that the Welsh Government does not expect the additional 50mph speed limit arrangements on the M4 at Port Talbot to be extended to 2021?

In in our supplemental plan, published in November 2018, we advised that the 50mph speed limits at all locations would remain in force for as long as they are required to maintain air quality standards i.e. until levels of nitrogen dioxide drop and remain below the legal maximum.

Whilst the interim monitoring results for the M4 at Port Talbot are positive, until further monitoring is undertaken and additional information obtained, it is still too early to make firm conclusions or any recommendations on when the measures could be removed. I am, therefore, not in a position at this time to confirm that the 50mph speed limit will be removed by no later than 2021, when this section of the M4 is expected to be legally compliant.
