OPIN-2022-0322 Age of criminal responsibility (e) Tabled on 24/11/2022

This Senedd:

1. Notes the criminal age of responsibility is 10 years old in England and Wales, despite the United Nations Committee on the Right of the Child recommending a minimum age of 14.

2. Notes that Scotland increased the age of responsibility to 12 in 2021, that Northern Ireland has started a consultation, and yet the UK Government has no plans to make changes.

3. Believes young people subjected to trauma should be given appropriate support.

4. Recognises that Youth Justice in Wales adheres to the concept 'Children First, Offender Second'.

5. Calls on the Welsh Government to urge the UK Government to undertake a consultation.
