Questions For - Deputy First Minister and Cabinet Minister for Social Justice and Equality
How does the Cabinet Minister’s budget for 2026–27 address the delivery costs associated with the more than 60 short-term outcomes in the Disabled People’s Rights Plan that remain to be implemented, and which budget lines will support their implementation?
Delivering the disabled people's rights plan is a cross-Government commitment. In 2026-27, delivery against those actions is funded from responsible portfolios' budget lines, not a single equality budget line.
What action is the Cabinet Minister taking to reduce the cost of living?
Supporting people with the cost of living is a priority for this Government. Our immediate focus is on helping to reduce costs for families and maximise incomes, all with a longer term preventative focus. This includes on the cost of childcare, on free school meals, on the cost of energy and on housing.
Will the Cabinet Minister provide an update on the Welsh Government's implementation of the Cynnal payment?
Significant progress has been made on the development of the Cynnal pilot through the expert group and with local authorities. We continue to press the UK Government on a tax and benefits disregard to ensure those receiving the payment are not penalised by having their entitlement to other benefits reduced.
How is the Welsh Government supporting the Armed Forces Covenant?
We have included our support for the armed forces covenant as a commitment in our programme for government. The action we are currently taking includes providing funding for armed forces liaison officers and Veterans NHS Wales. We are also preparing for an anticipated broadening of the covenant next year.
Questions For - Cabinet Minister for Rural Resilience and Sustainability
What action is the Cabinet Minister taking to reduce bureaucracy for farmers?
Reducing the bureaucratic burden on family farms is a priority for this Government, and I have commissioned John Davies to lead a review. John has already made recommendations, for instance on the animal health improvement cycle as part of the sustainable farming scheme, which I have acted upon.
How will the Cabinet Minister ensure that dairy producers in Ceredigion and Pembrokeshire remain internationally competitive while meeting increasingly stringent environmental requirements?
I am committed to a competitive and resilient dairy sector in Wales. Through the sustainable farming scheme and Farming Connect, we will support producers with soil health planning, benchmarking and specialist advice, helping improve productivity, meet environmental requirements and strengthen their competitiveness while safeguarding our natural resources.
What action is the Cabinet Minister taking to ensure that flood resilience strategies target the people most at risk of flooding?
We are supporting £85 million of flood risk management activity across Wales in 2026-27, including flood schemes, maintenance, natural flood management, property resilience and community awareness. We will also deliver an independent Welsh flood forum to assist risk management authorities, emergency responders and communities across Wales to strengthen resilience, improve preparedness and support co-ordinated local action.
Will the Cabinet Minister provide an update on coal tip safety in Pontypridd Cynon Merthyr?
As we reflect on the recent anniversary of the Aberfan disaster, coal tip safety remains a key priority for this Government.
There are 275 individual disused coal tips across Pontypridd, Cynon and Merthyr that have been inspected through Welsh Government's national inspection programme, informing works to keep them secure and communities safe.
