What assessment has the Welsh Government made of the impact of council tax increases on household budgets?
The setting of local budgets and council tax levels is a matter for local councils and their elected members.
What action is the Cabinet Minister taking to ensure Government spending delivers on the priorities of the people of Wales?
The Draft Budget in November will be our first opportunity to fully turn the Government’s mandate into spending decisions. These will be guided by the Programme for Government and driven by the First Minister’s aspirations to focus on effectiveness and outcomes, ensuring spending reflects the priorities that matter to people.
What assessment has the Cabinet Minister made of the adequacy of the fiscal framework to support what the Welsh Government does?
The fiscal framework places unnecessary constraints on the Welsh Government and fails to provide the budgetary tools to deal with emerging challenges and invest in priorities. A decade on since it was agreed, it should be reviewed to ensure it is fit for purpose reflecting the changed economic and constitutional landscape.
How is the Government ensuring a fair distribution of funding for local government in every area of the country?
We continue to ensure a fair distribution of funding for local government through the application of a needs-based formula, alongside ongoing work with local government to review and update the formula. Funding floors can also be used to support stability and remain an important consideration for future settlements.
