Tabled on 03/11/2026 | For debate on 11/11/2026

To propose that the Senedd:

1. Believes that the people of Wales deserve a full, independent, and transparent investigation into the decision made during the Covid-19 pandemic.

2. Notes that the independent, judge-led Scottish COVID-19 Inquiry was formally established in February 2022.

3. Calls on the Welsh Government to:

a) establish a statutory judge-led public inquiry, with powers to compel witnesses, into the handling of the Covid-19 pandemic in Wales; and

b) publish all findings and recommendations in full.

To propose that the Senedd:

1. Notes that Welsh Government Ministers, in their previous capacity as opposition spokespeople, consistently promised Covid bereaved families a full Covid-19 inquiry for Wales that would require witnesses to attend, including comments made in the Senedd on 16 July 2025 by the current Cabinet Minister for Health and Care calling for a Wales-specific public inquiry, modelled on Scotland’s judge-led inquiry.

2. Notes that on 3 November 2026 those Ministers instead announced a review, without the power to compel witnesses to attend, rather than a statutory public inquiry.

3. Calls on the First Minister to refer to the Independent Adviser on Ministerial Standards the question of whether Ministers have breached the Ministerial Code by misrepresenting commitments made prior to the election to Covid-19 Bereaved Families for Justice Cymru.
