National Assembly for Wales

To propose that the Senedd:

1. Congratulates the people of Wales on achieving one of the highest recycling rates in the world.

2. Supports the establishment of a deposit-return scheme in Wales to further improve recycling rates.

3. Believes that unnecessary regulatory divergence from England, Scotland and Northern Ireland, and the inclusion of glass in the Welsh Government's current proposed deposit-return scheme will;

a) increase costs for Welsh producers, retailers and consumers;

b) present a risk of significant cross-border fraud; and

c) risk undermining public goodwill. 

4. Calls on the Welsh Government to scrap current plans to include glass in the Welsh deposit-return scheme, to ensure alignment between Wales and the rest of the UK.
