Cofnodir y trafodion yn yr iaith y llefarwyd hwy ynddi yn y pwyllgor. Yn ogystal, cynhwysir trawsgrifiad o’r cyfieithu ar y pryd. Lle mae cyfranwyr wedi darparu cywiriadau i’w tystiolaeth, nodir y rheini yn y trawsgrifiad.

The proceedings are reported in the language in which they were spoken in the committee. In addition, a transcription of the simultaneous interpretation is included. Where contributors have supplied corrections to their evidence, these are noted in the transcript.

Cyfarfu’r pwyllgor yn y Senedd a thrwy gynhadledd fideo.

Dechreuodd y cyfarfod am 09:46.

The committee met in the Senedd and by video-conference.

The meeting began at 09:46.

1. Cyflwyniad, datgan buddiannau, ymddiheuriadau a dirprwyon
1. Introductions, declarations of interest, apologies and substitutions

Bore da. Croeso to the Equality, Human Rights and Social Justice Committee. The public items of this meeting are being broadcast live on Senedd.tv. This meeting is bilingual with simultaneous translation available from Welsh to English. Apologies have been received from Jane Dodds and Anthony Slaughter. No substitutions have been made for today. Before we begin, are there any declarations of interest from Members? No.

2. Papurau i’w nodi
2. Papers to note

Moving on, then, there are three papers to note today before the committee. Are Members content to note those papers?

I just had a question on the letter on the budget. In the other committee that I sit on, there was a conversation about people having some training on scrutiny of the budget and—you know, there's no point doing it twice if you're on two committees—how that will be done. Obviously, there might need to be an equalities lens on looking at it, for example.

We were going to talk about training on that. Happy to do that and how it would overlap with other committees as well.

3. Cynnig o dan Reol Sefydlog 17.42 i benderfynu gwahardd y cyhoedd
3. Motion under Standing Order 17.42 to resolve to exclude the public

Cynnig:

bod y pwyllgor yn penderfynu gwahardd y cyhoedd o weddill y cyfarfod ac o gyfarfodydd y pwyllgor ar 7 a 14 Hydref 2026, yn unol â Rheol Sefydlog 17.42(vii), (viii) a (ix).

Motion:

that the committee resolves to exclude the public from the remainder of the meeting and for the committee's meetings on 7 and 14 October 2026, in accordance with Standing Order 17.42(vii), (viii) and (ix).

Cynigiwyd y cynnig.

Motion moved.

Moving on, then, to item 3, which is a motion to go into private for the remainder of today's meeting and for the meetings on 7 October and 14 October. I propose, in accordance with Standing Order 17.42(vii), (viii) and (ix), that the committee resolves to exclude the public from the remainder of the meeting. Are Members happy to do so? Thank you. I can see Members are content.

Derbyniwyd y cynnig.

Daeth rhan gyhoeddus y cyfarfod i ben am 09:47.

Motion agreed.

The public part of the meeting ended at 09:47.
