Croeso i bawb. Dyma ni heddiw yn agor yn swyddogol ein chweched Senedd.

Welcome to you all. Today marks the official opening of our sixth Senedd. 

Following the passing of the Senedd and Elections (Wales) Act 2020 we are today opening the first full term of Senedd Cymru, the Welsh Parliament. As a result also of that Act, our Members here today were elected, for the first time, by an electorate that included the 16 and 17-year-olds of Wales.

At May’s election, we elected our first woman of colour to this Parliament, Natasha Asghar. But, we have more to do to deepen our democracy and broaden our diversity, and we will seek to do so during this Senedd term.

Yn dilyn pasio Deddf Senedd ac Etholiadau (Cymru) 2020 rydym heddiw yn agor tymor llawn cyntaf Senedd Cymru. Oherwydd y Ddeddf honno hefyd, cafodd ein Haelodau yma heddiw eu hethol, am y tro cyntaf, gan bleidleiswyr oedd yn cynnwys pobl ifanc Cymru 16 a 17 oed.

Yn etholiad mis Mai, gwnaethom ethol ein menyw o liw gyntaf i’r Senedd hon, Natasha Asghar. Ond mae gennym fwy i’w wneud i ddwysáu ein democratiaeth a lledu ein hamrywiaeth, a byddwn yn ceisio gwneud hynny yn ystod y tymor seneddol hwn.

Adlewyrchiad o amrywiaeth pobl Cymru ydyn ni yma. Ond, mae mwy eto i'w wneud i ymestyn amrywiaeth ein Senedd ac i wreiddio ymhellach ein democratiaeth. Ac awn ati i weithio ar hyn yn ystod y tymor yma.

We here are a reflection of the diversity of the people of Wales. But, there is still more to do to increase the diversity of our Senedd and to further embed our democracy. And we will work to do just that during this Senedd term.

Like all Parliaments around the world, our work over the past 18 months has been dominated, in both practice and content, by the coronavirus pandemic as we sought to keep our country as safe as possible. We thank all the people of Wales, our health and care workers in particular, for their extraordinary efforts during this time.

Fel pob Senedd ym mhedwar ban byd, mae ein gwaith dros y 18 mis diwethaf wedi'i ddominyddu, yn ymarferol ac o ran ei gynnwys, gan bandemig y coronafeirws, wrth inni geisio cadw ein gwlad mor ddiogel â phosib. Diolchwn i holl bobl Cymru, a'n gweithwyr iechyd a gofal yn arbennig, am eu hymdrechion eithriadol yn ystod y cyfnod hwn.

Mae ein diolch i bawb a weithiodd mor eithriadol o galed drwy’r pandeming yn fawr, ac yn enwedig i’n gweithwyr iechyd a gofal, am fynd y filltir ychwnaegol er ein lles ni i gyd.

We are greatly indebted to those who worked so exceptionally hard during the pandemic, especially our health and care staff, who went above and beyond for all of our sakes.

Today we are joined by COVID champions from all parts of Wales who worked in very many different ways to support others and tackle coronavirus in their communities. Croeso i chi i gyd.

As the Llywydd, one of my most uplifting days in this Chamber was chairing the very first meeting of our Senedd Ieuenctid, the Welsh Youth Parliament. Elected for the first time in 2018, the young parliamentarians provided a new dynamic to our work here. And we are joined by their representatives today.

We are also joined by some of Wales’s newest residents, a young family who fled the streets of Kabul recently and found a safe home for themselves, along with others, here in our nation of sanctuary.

Heddiw, yn gwmni i ni, mae pencampwyr COVID o bob rhan o Gymru fu'n gweithio mewn llawer iawn o wahanol ffyrdd i gefnogi pobl eraill a mynd i'r afael â'r coronafeirws yn eu cymunedau. Croeso i chi i gyd.

Fel Llywydd, un o fy niwrnodau mwyaf calonogol yn y Siambr hon oedd cadeirio cyfarfod cyntaf un ein Senedd Ieuenctid. Wedi eu hethol am y tro cyntaf yn 2018, sicrhaodd y seneddwyr ifanc ddeinamig newydd i'n gwaith ni yma. Ac mae eu cynrychiolwyr gyda ni heddiw. 

Gyda ni hefyd y mae rhai o drigolion mwyaf newydd Cymru, teulu ifanc a wnaeth ffoi o strydoedd Kabul yn ddiweddar a dod o hyd i gartref diogel iddyn nhw eu hunain, ynghyd ag eraill, yma yn ein cenedl noddfa.

Croeso felly i gynrychiolwyr o’n Senedd Ieuenctid yma heddiw a diolch ichi am eich gwaith, ac edrychwn ymlaen at weithio gyda’ch olynwyr yn y Senedd Ieuenctid newydd sydd ar fin cael ei hethol. Croeso hefyd i’n ceiswyr lloches o Affganistan i’w Senedd genedlaethol ar ddydd ei hagoriad.

Welcome, therefore, to representatives of the Youth Parliament today, and thank you for your work. We look forward to working with your successors in the new Youth Parliament that is about to be elected. Welcome, too, to the asylum seekers from Afghanistan to their national Parliament, their Senedd, on the day it is officially opened.

As a Parliament, we continued to work through the pandemic, in scrutinising Government and passing legislation. We were one of the first Parliaments in the world to meet virtually and to vote remotely. Even in the depths of lockdown, democracy continued in Wales.

Our work as a Senedd for the next term will undoubtedly focus on recovering from the COVID pandemic. But there will also be many other challenges and opportunities, from playing a leading role in tackling climate change to promoting equality and fairness for all in Wales.

Fel Senedd, gwnaethom barhau i weithio drwy'r pandemig, wrth graffu ar waith y Llywodraeth a phasio deddfwriaeth. Ni oedd un o'r Seneddau cyntaf yn y byd i gwrdd yn rhithwir a phleidleisio o bell. Hyd yn oed yn nyfnder y cyfnod clo, aeth democratiaeth yn ei blaen yng Nghymru. 

Heb os nac oni bai, bydd ein gwaith fel Senedd y tymor nesaf yn canolbwyntio ar adferiad ar ôl y pandemig COVID. Ond, yn ogystal, bydd nifer o heriau a chyfleoedd eraill, o chwarae rhan flaenllaw wrth daclo newid hinsawdd i hybu cydraddoldeb a thegwch i bawb yng Nghymru. 

Boed felly i’n chweched Senedd fod yn gynhyrchiol ac yn arloesol, gan barchu pawb, o bedwar ban ein gwlad, o bob cefndir ac o bob amrywiaeth barn.

Let our sixth Senedd be productive and innovative, and let us respect everyone, from all parts of our country, from all backgrounds and from the entire spectrum of opinion.

Gofynnaf i chi nawr, Eich Mawrhydi, i annerch y Senedd. 

Llywydd, First Minister and Members of the Senedd, it is a pleasure to be with you today, and I congratulate you on your recent election. You have been entrusted to be the voice of the people of Wales, to represent their interests when decisions that affect their everyday lives are debated and decided within these walls.

When I was here for the last opening in 2016, I noted that the fifth Assembly would mark a significant development in the history of devolution in Wales. Since then, further measures have been taken to strengthen the foundations of your parliamentary democracy. The Wales Act 2017 established this Parliament on a new basis, and you've used this legislation to help the public better understand your work and to include more people in the democratic process. As a result, this Parliament is now recognised in law as 'Senedd Cymru' or the 'Welsh Parliament'. The name reflects this institution's evolution over its 22 years into one with law-making powers over a wide range of areas that are central to Welsh life and the ability to vary taxes. It demonstrates your status as a national Parliament, working on behalf of the people of Wales. You are also reaching out to every generation, and the establishment of the first Welsh Youth Parliament has provided another opportunity for the voices of young people to be heard, enabling them to make a valuable contribution to the Senedd’s work.

Llywydd, Prif Weinidog, ac Aelodau o'r Senedd, mae'n bleser bod gyda chi heddiw, ac rwy'n eich llongyfarch ar gael eich ethol yn ddiweddar. Ymddiriedir ynoch i fod yn llais i bobl Cymru, i gynrychioli eu buddiannau pan fydd penderfyniadau sy'n effeithio ar eu bywydau bob dydd yn cael eu trafod a'u gwneud o fewn y muriau hyn.  

Pan oeddwn yma ar gyfer yr agoriad diwethaf yn 2016, nodais y byddai'r pumed Cynulliad yn cynrychioli datblygiad sylweddol yn hanes datganoli yng Nghymru. Ers hynny, mae mesurau pellach wedi’u rhoi ar waith i gryfhau sylfaen eich democratiaeth seneddol. Sefydlodd Deddf Cymru 2017 y Senedd hon ar sail newydd, ac rydych wedi defnyddio'r ddeddfwriaeth honno i helpu'r cyhoedd ddeall eich gwaith yn well ac i gynnwys mwy o bobl yn y broses ddemocrataidd. O ganlyniad, mae'r Senedd hon bellach yn cael ei chydnabod yn y gyfraith fel 'Senedd Cymru', neu 'Welsh Parliament'. Mae'r enw'n adlewyrchu’r ffaith bod y sefydliad hwn, dros gyfnod o 22 mlynedd, wedi esblygu yn sefydliad sydd â phwerau deddfu dros ystod eang o feysydd sy'n ganolog i fywyd Cymru ac â'r gallu i amrywio trethi. Mae'n dangos eich statws fel Senedd genedlaethol sy’n gweithio ar ran pobl Cymru. Rydych hefyd yn estyn allan i bob cenhedlaeth, ac roedd sefydlu’r Senedd Ieuenctid gyntaf i Gymru wedi rhoi cyfle arall i bobl ifanc sicrhau bod eu lleisiau’n cael eu clywed, ac wedi rhoi cyfle iddynt wneud cyfraniad gwerthfawr at waith y Senedd.

You are also to be commended for your innovation; this was the first of the United Kingdom’s legislatures to hold a formal virtual meeting. The fact that all parties showed a determination that you should continue to meet is commendable and testament to your commitment to scrutinise the Government on behalf of the people of Wales.

I have spoken before about how recent times have in many ways brought us closer together. We all owe a debt of gratitude to those who have risen so magnificently to the challenges of the last 18 months, from key workers to volunteers, who have done so much to serve their communities. They are shining examples of the spirit for which the Welsh people are so renowned, a spirit which I have personally encountered so many times.

It is a source of pleasure that both the Prince of Wales and the Duchess of Cornwall, together with the Duke and Duchess of Cambridge, have had homes in Wales and experienced its very special sense of community. The Welsh people have much to be proud of, and, over the next five years, I am sure you will continue to be inspired by their indomitable spirit as you represent the interests of Wales and its people, make laws for Wales, and hold the Welsh Government to account.

There are many challenges ahead as you work together to promote the well-being of the people of Wales and support the recovery effort. The Prince of Wales, the Duchess of Cornwall and I extend our warmest good wishes to you for the sixth session of this Parliament and hope you have every success with your endeavours. Diolch o galon. [Applause.]

Rydych yn haeddu canmoliaeth hefyd am eich arloesi; hon oedd y ddeddfwrfa gyntaf yn y Deyrnas Unedig i gynnal cyfarfod rhithwir ffurfiol. Mae'r ffaith bod pob plaid wedi dangos eu bod yn benderfynol o barhau i gynnal cyfarfodydd i’w ganmol, ac mae hyn yn dyst i'ch ymrwymiad i graffu ar waith y Llywodraeth ar ran pobl Cymru.

Rwyf wedi siarad eisoes am sut mae’r cyfnod diweddar, mewn sawl ffordd, wedi dod â ni yn agosach at ein gilydd. Mae arnom oll ddyled fawr o ddiolch i'r rhai sydd wedi ymateb mewn ffordd mor arwrol i’r heriau a welwyd dros y 18 mis diwethaf, yn weithwyr allweddol a gwirfoddolwyr sydd wedi gwneud cymaint i wasanaethu eu cymunedau. Maent yn enghreifftiau disglair o'r ysbryd y mae pobl Cymru mor enwog amdano, ysbryd yr wyf innau wedi ei brofi'n bersonol nifer fawr o weithiau.

Rwyf yn falch bod Tywysog Cymru a Duges Cernyw, ynghyd â Dug a Duges Caergrawnt, wedi cael cartrefi yng Nghymru ac wedi profi’r ymdeimlad arbennig o gymuned sy’n bodoli yma. Mae gan bobl Cymru gymaint o bethau i ymfalchïo ynddynt a, thros y pum mlynedd nesaf, rwy’n siŵr y byddwch yn parhau i gael eich ysbrydoli gan eu hysbryd anorchfygol wrth ichi gynrychioli buddiannau Cymru a’i phobl, ac wrth i chi ddeddfu dros Gymru a dwyn Llywodraeth Cymru i gyfrif.

Mae llawer o heriau ar y gorwel wrth i chi gydweithio er mwyn hyrwyddo llesiant pobl Cymru a chefnogi'r gwaith o sicrhau adferiad. Fel y Prif Weinidog, gaf i gychwyn drwy ddweud ei bod hi'n bleser eich croesawu chi, Eich Mawrhydi, i'r Senedd heddiw i agor chweched sesiwn y Senedd? Diolch ichi am eich geiriau caredig. Gaf i ddiolch ichi am eich cefnogaeth tuag at y Senedd ers ichi ei hagor am y tro cyntaf ym 1999, a hefyd ddiolch ichi am y gwasanaeth rydych chi wedi ei roi i'r wlad dros y blynyddoedd?

As First Minister, may I begin by saying that it is a pleasure to welcome you, Your Majesty, to the Senedd today as you open the sixth Senedd session? Thank you for your kind words. May I thank you for the support that you have shown our Senedd since you opened our first session in 1999, and also thank you for your service to the country over the years?

The opening of this sixth Senedd session is a time for all of us to look to the future. People from all corners of Wales, including those most distant from this building, have chosen 60 Members to represent our collective ambitions and to steer a course for our country. In the years ahead, I'm sure that we will argue and disagree about what is best for Wales, but always, in this Senedd term, with the interests of those we represent at the centre of everything that we do.

We gather for this sixth Senedd in the shadow of the coronavirus pandemic, a pandemic that has created so much sorrow for so many families across Wales. We pause, as we do regularly in this Chamber, to think of each one of them today. At the same time, we've seen the very best of Wales in our health and care system, the shop workers, the teachers, all those public service workers, the businesses and volunteers whose commitment, dedication and sheer hard work has helped to keep Wales open during this most difficult of times. 

As we look beyond the pandemic, we recognise that we still have many challenges ahead. To meet them, we will use all of our powers to promote prosperity, equality and well-being for everyone in Wales, and to turn ourselves to that other great crisis of our times, the crisis in climate change and the loss of our biodiversity.

As elected representatives, we have the privilege and the duty to defend and to strengthen our democracy, to promote the well-being of all of our citizens, and to promote the natural beauty of the country in which we are so lucky to live, here in Wales, and, uniquely, to do so with our self-imposed obligations to take into account the needs of future generations in everything, as a Government and as a Senedd, we decide here in this Chamber.

Mae pobl o bob cwr o Gymru, gan gynnwys y rhai pellaf o'r adeilad hwn, wedi dewis 60 Aelod i gynrychioli ein cyd-ddyheadau ac i lywio llwybr i'n gwlad. Rydym yn oedi, fel y gwnawn yn rheolaidd yn y Siambr hon, i feddwl am bob un ohonynt heddiw. Ar yr un pryd, rydym wedi gweld Cymru ar ei gorau yn ein system gofal ac iechyd, y gweithwyr siop, yr athrawon, yr holl weithwyr gwasanaeth cyhoeddus hynny, y busnesau a'r gwirfoddolwyr y mae eu hymrwymiad a'u gwaith eithriadol o galed wedi helpu i gadw Cymru ar agor yn y cyfnod anoddaf yma. 

Wrth inni edrych tu hwnt i'r pandemig, rydym yn cydnabod ein bod yn dal i wynebu llawer o heriau. Er mwyn mynd i'r afael â nhw, byddwn yn defnyddio ein pwerau i gyd i hybu ffyniant, cydraddoldeb a llesiant i bawb yng Nghymru, ac i droi ein golwg at argyfwng mawr arall ein hoes, yr her o ran newid yn yr hinsawdd a cholli ein bioamrywiaeth. 

Fel cynrychiolwyr etholedig, mae gennym y fraint a'r ddyletswydd i ddiogelu a chryfhau ein democratiaeth, i hybu llesiant ein holl ddinasyddion, ac i hybu harddwch naturiol y wlad yr ydym mor lwcus i fyw ynddi, yma yng Nghymru, ac, yn unigryw, i wneud hynny gyda'r dyletswyddau a roesom ar ein hunain i ystyried anghenion cenedlaethau'r dyfodol ym mhopeth, fel Llywodraeth a Senedd, y penderfynwn arno yma yn y Siambr hon.
