Is the Welsh Government proposing any change to law or guidance governing training for the use of mobility scooters in Wales?

The Welsh Government does not have the powers to legislate on the regulation of mobility scooters or the licensing of their drivers as driver and vehicle licensing is a reserved matter to the UK Government. Additionally, there is no statutory requirement for mobility scooter users to undertake training. However, we have in the past made funding available to local authorities where they have identified the need for this training in their area and have submitted bids for funding via the road safety grant. We did not receive any requests for funding for such training in the 2019/20 funding round.
