Will the Cabinet Secretary confirm what alternative measures were considered to alleviate flood risk in the Penylan area of Cardiff before those set out in phase three of the Roath Brook Flood Scheme were agreed?

NRW completed a thorough appraisal of flood risk management options to ensure a rigorous approach which considered all potential options and would support the selection of the preferred option, given the sensitive amenity value of the area and public interest in the park gardens. NRW identified a long list of options through an options workshop involving project team members.

 

The rejected long-list options are as follows:

 

·         Option A, Do nothing

·         Option B, Do minimum (maintain current standard of service)

·         Option D, Demountable/temporary flood defences

·         Option E, Secondary line of defence

·         Option F, Managed realignment

·         Option G, Flow control structures

·         Option I, Diversion channel

·         Option J, Flood water transfer

·         Option L, Flood resilience measures to properties

·         Option M, Flood warning and awareness

·         Option N, Relocation of residential and commercial properties

·         Option O, Managing flood events

·         Option P, Managing flood losses (new development)

·         Option Q, Managing flood recovery

 

NRW considered a number of the rejected options in combination to assess if there were cumulative benefits. Each option combination presented a residual flood risk which did not meet the project objectives, or would require further intervention.
