Prynhawn da. We've received apologies from the Chair this afternoon. Therefore, Jane Hutt has been nominated as temporary Chair. Does any Member object? I see that there are none. Therefore, in accordance with Standing Order 17.22, Jane Hutt is temporary Chair for the duration of the meeting.

Can I welcome Members to the meeting of the External Affairs and Additional Legislation Committee? The meeting is bilingual. Headphones can be used for simultaneous translation from Welsh to English on channel 1 or for amplification on channel 0. I remind people, of course, to turn off their mobile phones and any other electronic equipment that may interfere with broadcasting equipment. We'll let people know in the event of a fire alarm, and directions from the ushers should be followed. Apologies have been received from David Rees and Joyce Watson, and I understand that Hefin David is attending as a substitute.

3. Papur i'w nodi
