Welcome to the Constitutional and Legislative Affairs Committee meeting. I'll start off with item 1 and, of course, the usual housekeeping rules will apply. We have apologies from Dawn Bowden, a new appointee to this committee. We welcome, obviously, Lee Waters, a new member to the committee. I'm sure you will find this committee very interesting and enjoy your time on it. I don't think there are any declarations of interest.

2. Instruments that raise no reporting issues under Standing Order 21.7

In which case we move on to item 2, which is instruments that raise no reporting issues under Standing Order 21.7. We start with the negative resolution instruments, and that is the school organisation code. You have before you a very comprehensive report, the code and the explanatory memorandum. This code on school organisation is made under sections 38 and 39 of the School Standards and Organisation (Wales) Act 2013. Section 38 requires the Welsh Ministers to issue a code that may impose requirements and include guidelines in respect of school organisation on the issues of Welsh Ministers, local authorities, the governing bodies that maintain schools, and promoters of proposals to establish voluntary schools. Section 38 of the Act requires the Welsh Ministers to issue a code on school organisation.

Section 39 of the Act requires that, before issuing or revising a code, the Welsh Ministers must lay a draft copy before the National Assembly for Wales. If, before the end of 40 days, the National Assembly resolves not to approve the draft, the Welsh Ministers must not issue the proposed code in the form of the draft. If no such resolution is made before the end of the 40-day period, the Welsh Ministers must issue the code or revised code in the form of the draft, and this will be done by an appointed day Order.
