Okay. This is a meeting of the Constitutional and Legislative Affairs Committee, Monday, 12 February 2018. The usual procedures apply in respect of fire alarms, mobile devices, translation facilities, and so on. There are no apologies for this meeting, so unless there are any declarations of interest, we'll move straight on to item 2, instruments that raise no reporting issues under Standing Order 21.2 or 21.3.
We have the negative resolution instruments, the Accounts and Audit (Wales) (Amendment) Regulations 2018, and the Tax Collection and Management (Reimbursement Arrangements) (Wales) Regulations 2018. Are there any comments? No.
In which case we move on to item 3, papers to note. Paper 2: a letter from the First Minister to the Secretary of State for Wales, of 5 February 2018. Any comments? No.
