Welcome to the Constitutional and Legislative Affairs Committee. I will just deal with the preliminary housekeeping matters. Housekeeping matters are the same as on previous occasions: there is no alarm expected, mobile devices are to be switched to silent. In respect of attendance today, there are no apologies received. We are quorate, so we are able to proceed.
Item 2: we move on now to instruments that raise no reporting issues under Standing Order 21.2 or 21.3. We have the Road Traffic Act 1988 Motor Racing (Wales) Regulations 2018. I don't know if there are any comments on this. Are there comments?
We'll move on to item 3: instruments that raise issues to be reported to the Assembly under Standing Order 21.2 or 21.3. Negative resolution instruments: the Animal Feed (Basic Safety Standards) (Wales) Regulations 2018. You'll have with your papers the regulations, the explanatory memorandum and the report. These relate to article 21 of Council Directive 2013/59/Euratom EC directive laying down basic safety standards for the protection against the dangers arising from exposure to ionising radiation, and, in addition, it repeals other directives in relation to Euratom in Wales. Are there any comments on this from the lawyers?
There's one merit point to note that the Welsh Government did have options as to the procedure that could have applied to the legislation being made here. It chose the negative procedure and that seems appropriate, given what the legislation achieves.
