Good afternoon and welcome, everyone.

Welcome to this meeting of the Legislation, Justice and Constitution Committee. We are meeting in public before we go into a private session later on this afternoon.

The normal housekeeping rules, just to remind everybody, are that this meeting is being broadcast live on Senedd.tv and the Record of Proceedings will be published as usual. Apart from the normal procedural adaptations for conducting proceedings remotely and today, indeed, in hybrid form at some point, particularly when we go into private, all the other Standing Order requirements remain in place. We have no apologies for today's meeting; we have everybody here in person and it's lovely to see you all here—this is slightly unusual. So, I'm looking forward to this session today. If we do have a fire alarm today, just leave the room by the usual marked fire exit, following instructions from the ushers and staff. We do not have any tests forecast for today. And if you can ensure that all your devices are switched to silent. As per normal, we're operating through the medium of both Welsh and English and there's instantaneous translation received. There might be  a slight delay as you switch from one to the other if you're using that translation facility. There's no need to touch any of the buttons on the microphones as these can actually disable the system, so we'll try not to do that, and just ensure that your red light comes on up here before speaking. So, interpretation is available on channel 1 and verbatim on channel 2, and we're expecting Senedd officials to join us remotely when we go into private, as I mentioned.

In which case, if Members are happy, we'll go straight to item No. 2, instruments that raise no reporting issues under Standing order 21.2 or 21.3. We have, under paper 1—statutory instruments with clear reports—an affirmative resolution instrument, 2.1 SL(6)047: the Education Tribunal for Wales (Amendment) Regulations 2021. This instrument corrects a cross-referencing error in the Education Tribunal for Wales Regulations 2021, which sets out the procedure to be followed in proceedings before the Education Tribunal for Wales concerning additional learning needs appeals and claims of disability discrimination in respect of school pupils, but we haven't identified any points for reporting. I can see my colleague Gareth is shaking his head there. Do we have any other comments from officials? Any comments from colleagues? In which case, we're happy to note the report. Thank you very much, and we agree with the draft report.

We move on to item No. 3, papers to note. We have correspondence from Lord Kinnoull and Sir Oliver Heald on the parliamentary partnership assembly there in your batches of papers—paper 2, paper 3, paper 4 and paper 5. So, if I could ask you just to note that correspondence for now and we can return to that in the private session, if we need to.

Item 3.2, correspondence from the Diverse5050 campaign: Diversity in the Sixth Senedd. That's under paper 6. Again, if you're happy to note it, we can return to it in private session, as needed.

And then, with apologies to the public if you've just tuned in, sometimes these are long sessions in public, but this is a very short one today and we're going into a long private session instead. Item No. 4 is a motion under Standing Order 17.42 to resolve to exclude the public from the meeting for the remainder of the meeting.
