Can I welcome Members to the meeting of the External Affairs and Additional Legislation Committee? The meeting is bilingual. I remind people, of course, to turn off their mobile phones and any other electronic equipment that may interfere with broadcasting equipment. Apologies have been received from David Rees and Joyce Watson, and I understand that Hefin David is attending as a substitute.
